Context

Comprising a large area in the southwest corner of NEOM, the core urban environment of OXAGON is centered around the integrated port and logistics hub that will house the majority of the city’s anticipated residents. The unique octagonal design minimizes impact on the environment and provides optimal land usage, with the remainder open to preserve 95% of the natural environment. A defining feature of the city is the world’s largest floating structure, which will become a center for NEOM’s Blue Economy and achieve sustainable growth. OXAGON will establish the world’s first fully integrated port and supply chain ecosystem for NEOM. The port, logistics and rail delivery facility will be unified, providing world-class productivity levels with net-zero carbon emissions, setting global benchmarks in the adoption of technology and environmental sustainability.

The designated Project Manager will report directly to the Design Directors and will be responsible for overall design and technical delivery of his/her assigned package. The role will involve managing all the design aspects of the project and coordinating with the internal design teams. S/he is responsible for the success of the project from a technical and programme perspective. S/he is also responsible for maintaining technical standards, as well as providing effective management and guidance to the technical delivery team.

Main duties

  • Manages the setup of all design management systems and documents, ensures technical staff is appointed and roles and responsibilities of each team member are well defined and reporting lines and communications are established. Responsible for the successful delivery of the project in accordance with the scope of works from inception to final implementation including quality, time, cost, and technical alignment with client sectors and procedures.
  • Provide project management and governance of the design team complex and large-scale projects to achieve reliable project performance in terms of commercial outcomes, design solutions, timeliness, and quality
  • Source, build, and maintain strong and effective client, stakeholders, and internal team relationships through successful project delivery and targeted activities
  • Provide project technical leadership and project management of complex and large-scale projects to achieve reliable project performance in terms of commercial outcomes, design solutions, timeliness, and quality.

Person Specification

  • Succeed in a similar role, with typically, 15+ years of relevant experience in the Roads/Highways or major infrastructure projects showing increasing levels of responsibility
  • Shall have experience in managing and directing a large group of design engineers with the responsibility to guide the technical development of the group to optimize the capability of the team and to deliver cost-effective designs in the most efficient manner.
  • Manage and direct projects successfully to budget and client specifications
  • Display experience in the coordination, design, and delivery of projects within multi-disciplinary engineering projects
  • Determines methods and solutions for complex engineering problems and selects the most efficient and economical manner in meeting the objectives.
  • High-level communication skills to advise and guide complex project design development in a proactive manner and to represent the JV as a valuable contributor to the project
  • Demonstrated knowledge of relevant design codes, Local Regulatory Authority Guidelines, and KSA standards
  • Bachelor's degree in Civil Engineering from a recognized university
  • Recent experience with the latest design software and working in a BIM environment including 3d clash detection beneficial
  • Experience dealing with KSA or GCC-based municipalities
