Job Title: QA/QC MANAGER

 

Reporting to: Project Director

Covers for: Civil System

 

Job Purpose:

 

Duties & Responsibilities:

 

Operational:

  • Develops and maintains Quality Policy, Processes, Procedures and related documents
  • Reviews Quality Manuals, documents, and implementation procedures to verify compliance with codes and standards, regulations and regulatory commitments.
  • Set Key Performance Indicators for project activities
  • Review of the procedures related to the quality control and quality assurance of the works in delivery of a right first time policy
  • Prepare the Quality Audit Schedule and coordinate with the Project Director for its approval
  • Performs and adequately documents Internal Quality Audits of assigned office and jobsites and manages all related follow-up activities
  • Review the compliance of Contractor’s deliverables with Contractor’s QMS formats
  • Audit the Contractor’s quality assurance system for compliance with the QMS
  • Perform random spot checks on the Contractor’s routine quality control points, in accordance with the quality assurance system and as directed by the Client
  • Facilitates all internal and external Quality audits and briefs management with the results.
  • Effectively documents, follows-up and closes corrective actions - both internal and external. Analyzes findings/ issues/ non-conformances identified during audits to determine program quality and identify performance trends. Analysis includes all available oversight results, both internal and external, and trending data.
  • Assist Client on his procedures related to ISO compliance
  • Monitor testing activities to ensure tests are properly carried out and audit compliance of results.
  • Monitor sampling in the field to ensure compliance with testing procedures
  • .  Review materials testing results to ensure compliance with specifications.
  • Advise and monitor the Contractor’s concrete mix design, placing and curing techniques.
  • Undertake sample taking jointly with the Contractor and coordinate testing by Qatar General organization for Standards and Metrology for required independent testing.
  • Review all independent laboratory test results submitted by the Contractor as part of the material approval process.
  • Witness Factory Acceptance Tests as and when deemed necessary
  • Witness tests required as part of the commissioning of the works.
  • Communicate early warnings
  • Performs other responsibilities associated with this position as may be appropriate
  • Induct training on the quality control and quality assurance procedures
  • Ability to direct and manage team members with day to day activities to assure timely completion.

 

Desired Profile:

 

Education :

BSc, BEng, BA or Equivalent

 

Experience :

  • Has railway experience of at least 10 years
  • Quality control, quality assurance, developing a management system fully compliant with local legislation and any applicable regulations and codes of practice, modelled around the requirements of ISO9001:2008 ‘Requirements for Quality Management Systems’ and the underlying philosophy to promote a culture of continuous improvement and meets the policy requirements of the Client, the ISO compliance procedures, etc

 

Professional Training:

Knowledge of audit techniques and Quality Management Systems

 

Skills:

  • Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
  • Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals.
  • Capable of providing planning, leadership, direction, and technical expertise to manage complex tasks and multi-discipline projects.
  • Strong interpersonal skills to work with other departments in a tactful and effective manner.
  • Demonstrate extensive experience in a similar role on a comparable international transit system.
  • Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills.  Ability to make public presentations.
  • Strong attention to detail.
  • Strong working knowledge of ISO Quality Management Systems Standards.
