Procurement Collaborator (Special Projects - Infrastructure)

As a collaborator in Procurement, you will be responsible for the preparation of Design-Bid-Build, Design-Build and material and services RFQ and RFP bid documents as well as the RFQ and RFP Process (RFIs, meetings and site visits with proponents, bid document addenda, etc.), Bid Evaluation (compliance, scoring etc.) and saving negotiation, all in accordance with Systra’s mandates received from client.


 Key Responsibilities

  • Coordinate, develop, implement, and improve the pre-bid proposal process from opportunity evaluation,  and procurement strategy development;
  • Identify and develop the contents of the tender documents for major railway projects and manage the team preparing the tender documents such as Requests for Qualifications (RFQ) and Requests for Proposals (RFP);
  • Manage the RFQ and RFP Process from bid issuance to financial close by being responsible for the following:
  • For Proponents, act as a designated resource person during the RFQ and RFP phases;
  • Supervise and maintain the integrity of the bid process.
  • With the responsible: Manage all questions, Requests for Information’s (RFIs) and bid comments
  • Coordinate and schedule Proponent site visits
  • Manage with the responsible to issuance of bid addenda
  • Manage RFQ and RFP timeline
  • Coordinate negotiations and prepare documentation for recommendation for award.
  • Assure Proponent compliance with Procurement Code of Conduct and Ethics, Health and Safety, Conflict of Interest, Insurance
  • Review contract terms and conditions and consider and recommend special terms and conditions as required.
  • Manage the RFQ and RFP Bid Evaluation
  • Participate in Scoring of technical and financial Proponent Submissions
  • Manage Salvage Period/BAFO negotiation process
  • Manage proponent debriefings
  • Participate at the preparation of contract execution. 


Qualifications and Experience

  • CPSM Certification is required (Certified Professional in Supply Management from Institute of Supply Management)
  • Extensive experience is a Project Owner in large D&B and EPC project environments
  • Experience in large infrastructure construction or rehabilitation projects, in railway will be considered an asset.
  • Knowledge of the Canadian Federal government rules and politics of procurement
  • Negotiation skills.
  • Excellent understanding of procurement processes and corporate governance principles.
  • Ability to fit into a team environment and personal skills to compliment teamwork development.
  • Fluency in English and French at professional level
  • Available for mobility, the task will mainly accomplish at Montreal Project offices. However, temporary travel may varies from couple of days to couple of weeks as per project requirement.
