REGIONAL 3S manager

Context

Pursuing an ambition for excellence in terms of Health, Safety and Security (3S), SYSTRA is recruiting a Regional 3S manager. Her / his activities covers:

  • Protection of staff and subcontractors
  • Ensuring each project has a robust Health and Safety Plan that is followed
  • Health and Safety supervision of companies on construction sites for which SYSTRA is leading or assisting
  • Technical safety
  • Security
  • Information protection
  • Reporting of 3S events, leading the Root Cause Corrective Action, and sharing respective Lessons Learned  
  • Crisis management
  • Improving the 3S Maturity of the respective Business Units

Missions

This position covers several entities (SYSTRA Canada, SYSTRA Consulting (USA), SYSTRA IBT)), and will be a direct report to each Managing Director

Functional report to the Group 3S Operations Manager.

Interface with Projects managers, project 3S managers and operational staff on the projects and security correspondent, of his/her perimeter and the group 3S Referents Community.

On his/her perimeter of influence, the main missions of the regional 3S manager are :

100% owner:

  • Advise, coach and support the managers in the deployment of the group 3S Policy and management system
  • Ensure the management is fully empowered and leads the 3S routines
  • Plan the 3S management during the tender phases and participate, with the management, in the staffing of 3S positions on countries of his perimeter and projects.
  • Ensure a 3S risks analysis and mitigation plan are done prior to start field activities
  • Coordinate the local crisis management organization
  • Can and must stop any activity when human life is directly at stake

100% aware:

  • Ensure the health and safety legal watch and assess the projects compliance
  • Define and follow-up the 3S action plan to ensure compliance of projects towards both legal and internal standards
  • Ensure 3S routines are properly deployed at all levels on projects to prevent any incident
  • Ensure the deviations are tracked and properly managed, applying a just and fair approach
  • Communicate to arise and maintain a high level of awareness on the 3S topics

 

100% learning

  • Identify, report and lead the analysis of 3S related events, and define actions plan
  • Train on 3S practices to support the employees in fully understanding and implementing the 3S standards (local training development and delivery, communication etc.)
  • Coordinate, coach and develop 3S referents in his / her perimeter
  • Share achievements, difficulties and best practices with the Group 3S Community

100% leader:

  • Deal with local stakeholders on 3S topics (authorities, partners, contractors, customers, operators…)
  • Organize and manage 3S events on her/his area (safety day, safety awards, periodic drills…)
  • Contribute to the group 3S activities (cross visits, seminars, workshops, standards consolidation and improvement…)

Profile Requirements

edUCATION :

Bachelor degree, ideally with a specialty in  in Health & Safety or in technical safety / safety engineering

BACKGROUND :

10 years experience in Health & Safety, Technical Safety and/or security

1 year minimum of experience in H&S management for construction site

Operational experience is a plus

 

Technical competencies

Accident analysis methods knowledge

Working knowledge of the USA and Canada Labour Code and other relevant Federal and Provincial/States Health & Safety legislation

Technical knowledge in infrastructure and/ or railways Knowledge in Security

knowledge of the regional politic, economic, social and security context

Knowledge of local language(s) of the region is a plus

Working knowledge of OHS policies, standards, legislation and procedures pertaining to the industry.

Working knowledge with WCB and experience in claims management, modified duty, and employee accommodation
