GENERAL DESCRIPTION

The CBTC Safety Assurance Manager will be responsible for all RAMS activities on CBTC assigned project. The key activities are analyzing and evaluating designs to verify compliance with safety requirements, verifying the safety of both hardware and software products as well as the system and performing Failure Modes Effects & Critical Analysis and Fault Tree Analysis.

 

KEY DUTIES & RESPONSIBILITIES

1. Development of Safety Analysis Documentation of systems and products [Safety Plans, PHAs/O&SHAs/FTAs/FMECAs/SHAs/SSHAs/Hazard Logs/Safety Cases]

2. Development of RAM Analysis Documentation of systems and products [RAM Plans, RAM Demonstration Plans, Preliminary RAM Analyses, Final RAM Analyses, Maintainability Assessments,

3. Assisting in the development of RAMS projects schedules providing Project RAMS Managers with guidance as to the inputs required for RAMS tasks and expected durations for RAMS tasks.

4. Providing guidance to the engineering teams on implementing safety and reliability into their application and product designs

5. Ensure engineers/designers are following and carrying out work under correct and relevant federal, state, local, and industry standards.

6. Enforce QA/QC policies for his assigned scope of work and identify possible quality and safety issues within the scope of the project in order to fulfill project-related contractual requirements.

7. Work with other team members or, as individual researcher and consultant, may be assisted on individual projects by other engineers and technicians.

8. Share business intelligence and resources with sector manager and staff to facilitate new project and market development nationwide.

9. Participate in developing proposals, including technical design and cost estimates and participate in client presentations to secure new work.

10. Share resources and intelligence with SYSTRA, S.A. partner to facilitate synergy and new project and market development worldwide.

11. Actively maintain proficiency and develop knowledge in areas of expertise.

12. Willingness and ability to travel nationally and internationally to all SYSTRA office locations, including project offices, and contractors and suppliers’ offices and factories, if applicable

Organizational relationships:

1. Accountable for all phases of activities to the Project Manager of project assigned and to Systems Sector Leader. 

2. Consults and coordinates with: 

  • All emplyees assigned to the sector and other disciplines as required.
  • Other Systems Engineers and Managers t coordinate multi-discipline projects and exchange intelligence about clients and competitors.
  • Mentrs junior-level engineers/designers.
  • Peer level employees of clients, teaming partners, competitors, SYSTRA, S.A. and its subsidiaries, vendors, brokers, and others as may be required to conduct the company’s business

 

WORK EXPERIENCE

1. At least 8 to 10 years of RAMS experience in rail transportation projects (CBTC is a must) including knowledge of principles and practices of RAMS, construction phases and disciplines, and systems, track, infrastructure, and stations.

2. In-depth knowledge of Communications Based Train Control (CBTC)

3. Experience in critical safety analysis, including vital software that may be required

4. Recognized as authority in the field.

5. An understanding of safety management systems and risk assessment techniques is needed relating to all aspects of train control systems.

6. Experience in implementing the CENELEC Standards EN 50126, EN 50128, and EN 50129 as guidelines for RAM and Safety Assessment

7. Familiar with MIL-STD-882 and the AREMA Standards for RAM & Safety Assessment

8. Working knowledge of Item ToolKit or equivalent tools for RAM and Safety Assessment

9. Excellent written and oral communications skills and ability to communicate complex technical information to both technical and non-technical personnel

10. Proficient with the development of complex Safety Assurance techniques [PHAs, O&SHAs, FTAs, FMECAs, Hazard Logs, and Safety Cases] per the CENELEC Standards

11. Proficient with the development of complex RAM techniques [RAM Demonstration, RAM Analysis (Block Diagrams and Fault Trees), Spare Parts Calculations] per the CENELEC Standards

12. Proficient knowledge of railroad signaling concepts and a background in safety assessment of railroad applications and products

 

EDUCATION & LICENSES

1. BS or MS in relevant Engineering field or PhD in relevant field

2. PE License in relevant state (mainly NY; CA) - desirable

3. CSEP, CISSP, CCNA, SSCP, or other applicable certifications - desirable

4. Leadership role or membership in a relevant professional organization - desirable
