General Description
Focused on Northern California and based in the Bay Area, the primary role of the Northern California Practice Leader – CBTC Program Manager is to improve SYSTRA’s market position and achieve financial growth in the Bay Area; building core client relationships; identifying business opportunities; managing, growing and retaining existing core client’s portfolio to ensure clients’ satisfaction; supporting strategic planning to develop the pipeline of new opportunities. He will be serving as the Client Manager for BART, SFMTA and SCVTA to maximizing our workload and revenues with these core clients and drive SYSTRA’s success in securing new contracts in Northern California.
 
His role as CBTC Program Manager will also lead him to manage and perform engineering tasks and undertakes management duties in planning, design, installation, system testing, operation, and maintenance of railroad and/or rail transit systems; to plan and develop train control (CBTC) engineering projects with unique problems that have an important effect on major organization programs. In addition to the CBTC focus, the position is also responsible for building teaming relations expanding SYSTRA market penetration in area in addition to CBTC.
 
The Northern California Practice Leader will also take on operational responsibilities and assure the integration of SYSTRA key compliance issues related to quality and safety for the projects under his responsibility
 
The position within 16 months is expected to be 65 to 85% billable.
 
KEY RESPONSIBILITIES: 
1. CBTC / Train Control Program Management Northern California
a. Serve as the PM and lead person on major CBTC projects in Northern California.
b. Responsible for discipline work quality and methodology and coordination with the other sectors project interface for multi-disciplinary projects.
c. Assign, manage, and perform project work including scope, schedule, and budget and produce accurate and timely financial and project reporting and client deliverables as required.
d. Ensure engineers/designers are following and carrying out work under correct and relevant federal, state, local, and industry standards.
e. Analyze and review the design and construction drawing requirements to ensure match with customers' specifications. 
f. Enforce QA/QC and safety policies and identify possible quality and safety issues within the scope of the project in order to fulfill project-related contractual requirements.
g. Actively maintain proficiency and develop knowledge in areas of expertise for him and his assigned staff by managing, directing, and mentoring the signals, CBTC, and train control staff assigned to Northern California (which could include subordinate supervisors or team leaders) by supporting Sector Leaders  in assigning employee resources to active projects in order to meet project and client demands while maximizing chargeable ratio
h. Identify staffing needs to meet both short-term production requirements and long-term regional growth goals in close coordination with the Sector Leaders and West Coast Senior Director.  Participate in assessment of potential new hires and recommend. 
2. Business Development Management and Client Growth in Northern California
a. Prospect for potential core clients and turn this into increased business (new orders); research and build relationships with core clients with a particular focus on BART, SFMTA and SCVTA.
b. Ensure a robust pipeline of opportunities; identify the decision makers within the client organization. Meet potential clients by growing, maintaining, and leveraging your network.
c. Work with West Coast Business Development Leader, Chief Strategic Officer and Sector Leaders to identify client’s needs, new opportunities, capture strategies.
d. Identify and secure relations with potential teaming partners to secure 
e. Tactically plan approaches and support Capture Manager, Proposal Manager and proposal team to develop proposals that speaks to the client’s needs, concerns, objectives and meet pricing target. Lead and participate in developing proposals, including technical design and cost estimates and participate in client presentations to secure new work.
f. Attend industry functions, such as association events and conferences, as requested by Supervisor and provide feedback and information on market trends and future projects from clients. 
g. Support Marketing to identify opportunities for campaigns and events that will lead to an increase in visibility for SYSTRA’s brand. 
h. Work with marketing staff to ensure that prerequisites (like prequalification or getting on a vendor list) are fulfilled within a timely manner. 
i. Assist the West Coast Senior Director of Operations and Business Development in building a positive image for SYSTRA on the West Coast by developing and managing good clients and consultants/teaming partners relations for both existing and new clients in the public transportation and the rail industry.
 
ORGANIZATIONAL RELATIONSHIPS: 
1. Accountable to West Coast Senior Director of Operations and Business Development for all phases of activities. 
2. Consults and coordinates with: 
a. All employees assigned to the sector, region and other disciplines as required.
b. Other managers and Sector Leaders to coordinate multi-discipline projects and exchange intelligence about clients and competitors.
c. Mentors junior-level engineers/designers in the region.
d. Peer level employees of clients, teaming partners, competitors, SYSTRA, S.A. and its subsidiaries, vendors, brokers, and others as may be required to conduct the company’s business.
e. In conjunction with one or more of the following – Signals Engineering Director and Sector Manager, work with:
i. Chief Strategic Officer, West Coast Senior Director of Operations and Business Development and Sector Leaders to exchange intelligence about client capital improvement plans and their current improvement/maintenance needs.
ii. Marketing department to develop and review technical and cost proposals.

Education, Licenses & Work Experience
1. Leadership and communications skills to supervise and mentor subordinates.
2. Proficient project management experience and skill.
3. Knowledge of the Federal Railroad Administration rules and AREMA standards.
4. Experience in electrical engineering and project management, design, installation and commissioning of signal, communication, and electrical systems for metro and light rail systems.  
5. Thorough knowledge of train control and signal systems such as CBTC 
6. Experience in software and hardware interfaces; critical safety analysis, including vital software that may be required; and the field inspection and the testing of railroad signal control systems, switching equipment, station lighting, security, and smoke/fire detection to ensure design specification compliance.
7. Experience and ability to:
a. Optimally manage project scope, timely deliverables, and budget.
b. Design, implement and commission state of the art advanced transportation systems (CBTC). 
c. Supervise a staff of related engineers and designers
8. Should be recognized as authority in its field (Train Control, CBTC or Program/Project/Construction Management).
9. An understanding of safety management systems and risk assessment techniques is needed relating to all aspects of signaling systems.
 
Desired Education, Licenses & Work Experience
1. CBTC experience
2. Program/Project Management experience
3. MS in relevant engineering field
4. CSEP, CISSP, CCNA, SSCP, or other applicable certifications
5. PE License (desirable)
6. PMP or CCM Certification required within 6 months of employment if in a filed role and no P.E.
7. Leadership role or membership in a relevant professional organization (desirable).
