Role and responsibilities

 

Key Accountabilities & Responsibilities (including, but not limited to)

 

The Governance team, a crucial part of the Subways Program Management Office, will lead on:

 

  1. Design, implementation and continuous improvement of governance controls, contributing to   for program and project level decision-making, including reporting and escalation throughout the Subway Extensions projects, and interface management with Metrolinx’s broader corporate governance.

 

  1. Design, implementation and continuous improvement of project and program level assurance to provide independent confidence to stakeholders, both internally within Metrolinx and to external bodies, on delivery progress of the Subways Extensions projects against, but not limited to, scope, schedule and cost

 

The Assurance Lead will work closely with Governance and Assurance Lead and the Sponsors Office to design, define and implement an Assurance Framework that will consist of various stage gates, checkpoints and risk-based assurance activities that will provide confidence to stakeholders – including Metrolinx C-suite, and City and Provincial government departments, boards and agencies – on both the YNSE and SSE project delivery progress. You will also provide proactive, expert support and advisory services to the project teams, working collaboratively and closely with Metrolinx stakeholders, for all assurance activities, ensuring those teams are fully aware of the required assurance activities and requirements, at various stage of the project lifecycle, from design to delivery, right through to handover and operations.

 

Assurance Lead Responsibilities

 

  • Develop and implement an Assurance Framework – including stage gate, checkpoint and risk-base assurance - that will provide confidence to stakeholders on both subway extension projects’ delivery at critical points in the project lifecycle
  • Executive support to project directors, team members, Metrolinx EVPs and VPS, the Sponsors Office, Capital Projects Group and Enterprise to initiate and manage project assurance at critical points in the project lifecycle, including stage gate and checkpoint readiness
  • Contribute to the quality of assurance document submissions at stage gates and checkpoints
  • Work with senior members of the project teams to identify, manage and implement risk-based assurance activities
  • Develop necessary communications, briefings, training and capability building interventions to raise the awareness of assurance and contribute to timely and effective assurance reviews
  • Create document management systems that allow for accessibility, traceability and collaboration, but being mindful of commercial sensitivities

 

Skills, knowledge and experience

 

  1. Experience in design and implementation of assurance frameworks, specific to different type of construction contract models
  2. Strong understanding of requirements for successful project assurance
  3. Experience in working in Canadian or similar transport government setting
  4. Experience in a fast-paced project delivery environment. 
  5. Ability to prioritize and work as part of a team, lead by example and demonstrate the key importance of assurance to successful major infrastructure projects
  6. Collaborative approach and initiative
  7. Strong interpersonal and team player skills
  8. Ability to manage non-standard problems and issues
  9. Ability to work and collaborative with C-Suite and other senior stakeholders
  10. Ability to prepare communications, briefings, and develop capability enhancing interventions
  11. Proficient with Microsoft Office Suite
  12. Excellent verbal and written communication skills
