role summary

 

The Capability, Knowledge and Skills Transfer Manager (CKST Manager) will work within the CKST team to support connection and collaboration with our internal Metrolinx stakeholders as part of the GO Expansion Program Team.

Reporting to the CKST Lead, the CKST Manager will support the instructional/learning design of training and development assets as well as organizational development workshops. Familiarity with learning design processes and knowledge of assessment and evaluation methods are essential to the success of the role.

The CKST team will develop a PDP team competency matrix, outlining the specific knowledge, skills, abilities, and qualifications for all job families within the PDP Delivery Team. As part of this matrix development, the CKST team will develop best practices and upskilling training assets that are scalable and repeatable for Knowledge Transfer across the GO Expansion program and beyond to other Metrolinx programs within the organization’s portfolio.

 

 

Role and responsibilities

  • Assess and analyze needs requirements for training and development in response to the business needs of the program
  • Develop training matrices for critical job roles that support career progression for Metrolinx employees to succeed in Program Team roles as they progress on the GO Expansion program. 
  • Design and develop training content (hybrid, e-learning, instructor-led, job aides, webinars, etc.) through liaisons with our international and domestic Subject Matter Experts using authoring and content editing tools (Articulate 360 (including Rise and Storyline), Adobe Premiere Pro, etc.)
  • Develop storyboards and prototypes to guide the development of e-learning courses and other training materials and content.
  • Collaborate with Metrolinx’s stakeholders to implement best practices for developing training and development (T&D) assets.
  • Support the establishment and ongoing support of Communities of Practice to foster professional capability development.
  • Manage the development and delivery of training and projects with our SMEs, applying structure and consistency across all topics to support the learner experience.
  • Identify, coordinate, and facilitate opportunities for different CKST delivery processes, including but not limited to:
  • Training Programs​
  • Coaching and Mentoring (formal and informal)​
  • Communities of Practice
  • Learn @ Learn Sessions  
  • Back to Basics Training or 101 Training
  • Lessons Learned Sessions​
  • Knowledge Sharing Content
  • Troubleshoot technical problems via reported user issues for training and development assets.
  • Monitor and report on progress and performance across all aspects of knowledge and skills transfer and review to support continuous improvement. 

 

 

Qualifications

Education: Bachelor's degree or equivalent in applicable field

Years of experience: A minimum of 5 years' experience, plus Project &/or Program Management qualifications, leading project development on complex Learning and Development projects for programme delivery and using course authoring tools and proficiency with various LMS systems

Technical competencies:

  • Experience of managing, developing and delivering knowledge and skills transfer within programs or project delivery environments
  • Experience in organizational development, team management, Lean & Agile methodologies, edtech and innovative training approaches and continuous improvement
  • Video technology and editing skills
  • Strong change management and stakeholder engagement skills
