Overall responsibilities

  • Prepare orders of magnitude, conceptual, feasibility, pre-design, budget, value engineering, control, definitive and final engineers estimate plus estimates for major change orders and claims on the GO Expansion Program
  •  Classify quantity surveys from construction drawings and specifications
  •  Analyse and report cost breakdowns and price schedules submitted by consultants/contractors
  • Prepare cost variance reports, tender comparisons, post bid analyses, cost reduction strategies, and recommendations


Role and responsibilities

  • Prepare and maintain current cost data utilizing the computerized database
  • Liaise with project staff as well as staff from other departments, external vendors/suppliers, consultants, etc. to obtain information pertinent to areas of responsibility
  • Review and comment on foreign cost estimates to ensure accuracy, comprehensiveness, and consistency with estimating guidelines
  • Update computerized estimating historical database; preparing various estimate variance report spreadsheets and estimate status reports
  • Responsible for obtaining pricing quotes from suppliers, and for organizing, controlling, and maintaining the section's contract documents, files, and records



Education: Bachelor’s degree in engineering or related field and Certified Construction Estimator (CEC) or a similar designation 

Years of experience: A minimum of 15 (15) years or more years of experience in complex civil construction estimating and Eight (8) or more years of transit-related experience  

Knowledge, Skills & Competencies:

  • Estimating experience of capital works projects more than $500M
  • Preparation of order-or-magnitude, feasibility, pre-design, budget, value engineering, control, definitive and major change or estimate
  • Preparation of basis of estimate documentation for inclusion into reports
  • Analysis of cost breakdowns and price schedules submitted by contractors and transit agency partners
  • Skills in the application of practices and procedures involved in the estimating process and in the preparation of estimates for all trades and disciplines on complex construction projects
  • Must have hands-on experience in the estimating support function for the preparation of all ranges of estimates, from feasibility studies to definitive
  • Overseeing overall schedule and production of cost estimate
  • Knowledge of city infrastructure costs
  • Professional designations such as PQS, CEC, and Gold Seal are considered an asset
  • Experience with Timberline is considered an asset
