Role Summary

The People & Culture Lead is responsible for developing, leading and promoting a forward-thinking people & culture strategy and an integrated recruitment and global mobility strategy for a multi-year Rail & Infrastructure Program delivering world class transportation solutions to the people of the Greater Toronto and Hamilton Areas. The role partners with leaders and stakeholders to attract and onboard top talent reflective of the organization’s diversity and inclusion targets, while continuously enhancing the overall employee experience.

Core Responsibilities

Talent Management

  • Partner with the program directors and joint-venture (JV) partners to establish an annual People & Culture strategy.
  • Develop and implement a Governance Framework with supporting policies and procedures, in partnership with the Organizational Development Lead.
  • Develop and implement a competency matrix reflecting the competencies required across each function and the roles with it, in partnership with the Organizational Development Lead.
  • Implement innovative culture solutions to continuously enhance the employee experience and promote positive engagement levels.
  • Lead the development and implementation of the annual employee engagement and recurring pulse surveys.
  • Lead in the development and implementation of the annual talent management strategies: performance management, diversity & inclusion, talent assessments and succession planning.
  • Oversee all employee relations matters.

Talent Acquisition/Resourcing

  • Oversee the assessment of resourcing needs in conjunction with the Client.
  • Develop resourcing and capability building strategy reflective of the organization’s diversity and inclusion standards and practices.
  • Develop and implement end-to-end talent acquisition and global mobility processes and procedures.
  • Oversee the talent pipeline to meet the agreed forward requirements.
  • Develop and manage the process and tools for onboarding and offboarding employees.
  • Develop and maintain a rolling 10 year forward view of resourcing needs by capability based on project demands.
  • Oversee the management of the Resource Tracker and candidate database, while providing updated status reports to the Senior Leadership Team and hiring managers.
  • Support delivery of ‘hot start’ mobilisation.
  • Develop and implement sourcing strategies, utlizing a variety of recruiting and selection resources and strategies to identify top talent for the program.
  • Plan and manage recruitment projects using appropriate project management tools and techniques; act as project manager for expansions or large-scale recruitment as required.
  • In partnership with the Skills and Knowledge Transfer Team, educate hiring managers on the talent acquisition process.
  • Identify opportunities to improve internal practices by analyzing and reporting on market trends and data and demonstrate the impact of recruitment activities.
  • Build and maintain trusting, collaborative relationships with internal and external stakeholders to accomplish key business objectives.
  • Partner with Communications stakeholders to create a compelling employee value proposition and collateral materials for the purpose of attracting talent into the organization.
  • Develop and maintain strong external relationships with vendor/academic institutions, etc. to enhance the program’s reputation in the talent market and facilitate recruitment efforts.
  • Partner with the People & Culture Lead to develop annual budget for recruitment and analyze recruitment budget spends throughout the fiscal year.

Global Mobility

  • Develop an integrated mobilization and demobilization strategy.
  • Oversee the Resource Tracker to ensure mobility activity is accurately captured and up-to-date at all stages of the talent acquisition process, while measuring progress against strategic targets.
  • Oversee the global tax compliance services for multinational employees.
  • Oversee the coordination of all global mobility activities (e.g. relocation service providers, visa process, immigration process, etc.) with the local and global HR teams to manage all international relocations.
  • Oversee the global mobility policies and program guidelines to ensure industry competitiveness and compliance with legal, tax, and local employment regulations.


Education: Bachelor degree in HR, business management or others

Years of experience: 12+

Technical Competencies:

  • Recent experience in resourcing and organizational development within complex delivery environments
  • Experience in team management, talent management and complex multi-organizational delivery environments
  • Excellent communication skills, change management and stakeholder management skills
  • Strong facilitation and engagement capability
  • Accomplished practitioner in talent management and talent acquisition, with practical application of diversity & inclusion standards in all initiatives
  • Expert knowledge of applicable employment legislation
  • Sound knowledge of the industry and products / services of the business
