Project Brief :

The GO Expansion program is the largest transit infrastructure program in Canadian history. The GO Expansion Program will transform rail services in the Greater Toronto and Hamilton Area (GTHA), providing two-way all-day GO train service and improved passenger experience with quieter and faster electric locomotives. The GO Expansion program includes Early Works, Off-corridor station and infrastructure upgrades, as well as an On-Corridor program to deliver new tracks, platforms, facilities, grade separations and electrification.

The MCS team is partnering with partnering with Metrolinx to deliver the GO Expansion program. MCS’ mission is to transform Ontario’s GO Rail Network into a Rapid Rail System through the delivery of the GO Expansion Program and to provide exemplary support to Metrolinx. The MCS Program Delivery Partner (Delivery Partner) team will achieve this by facilitating Metrolinx’s creation of an outstanding organizational capability for program management and, simultaneously bring our global and local expertise to the direction and successful delivery of the GO Expansion program.

 

Key Responsibilities and Accountability:

As Project Technical Lead you will be responsible for leading and managing the development and assurance of design, and that construction plans align to the design, to ensure that projects meet client requirements and technical standards. You will also be required to manage the review of designs to ensure that the engineering aspects of the deliverables are properly integrated and interfaced, and they follow and demonstrate compliance with Metrolinx standards and processes.

 

- You will have a background in multi-disciplinary project design, development and delivery with clear demonstrable experience in the successful completion of large-scale rail upgrade projects.

 

- You should have a passion for innovation, sharing best practice, sustainability, and a personal drive for improving safety and compliance within the rail industry. Your personal skills will create inclusive working environments with designers and contractors and a willingness to challenge the conventional mechanisms of delivery.

- You will be managing project scope and the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme and check whether they comply with legislation, Canadian and Metrolinx standards.  To monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline.

 

What will you be doing?

  • Implement Metrolinx’s systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects.
  • Monitor the competence of all designers and reviewers working on the projects within the functional discipline and provide functional guidance, direction and briefing.
  • Ensure scope and requirements of the project are being complied with through design.
  • Ensure the right level of quality of engineering deliverables.
  • Manage technical change.
  • Apply engineering controls and procedures to all projects.
  • Apply relevant techniques and procedures of quantified and qualitative risk assessment and construction, system and operational hazards analysis to all projects.
  • Review and advise on the suitability of the survey plans and strategies.
  • Monitor all projects for compliance with legislation, Canadian and Metrolinx standards and procedures.
  • Advise project and program management in respect of all construction activities, testing and commissioning, and site supervision.
  • Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems to provide assurance to relevant Metrolinx standards and procedures.
  • Ensure the technical aspects of phasing and staging plans are properly planned and assured.
  • Assess technical risks and assumptions for the project and assist in the mitigation of risks, and realization of opportunities.
  • Engage in the development and close-out of interface agreements between projects.
  • Lead workshops on items such as: Integrated Design Reviews (clash detection), Hazard Identification, Value Engineering, Constructability and Interfacing/ Integration.
  • Prepare the project for assurance milestones.
  • Assist in the identification, discussions, preparation and mitigation of deviation requests.
  • Assist in scoping projects in terms of requirements and deliverables.
  • Assist in managing the handover of project and asset information into maintenance and operations.
  • Assist in the liaison with key stakeholders.
  • Coordinate the responses to technical queries and undertake problem solving and issue resolution.

 

Competencies:

The Ideal Candidate will have the following:

Essential

  • Significant experience in rail engineering disciplines, ideally with involvement in construction and design of multi-disciplinary projects
  • Significant rail experience (7+ years recommended)
  • Technical qualifications to degrees level or equivalent in a relevant engineering discipline
  • Experience of managing designers
  • Knowledge of structuring safety cases in support of projects
  • Knowledge of safety management and quality assurance systems
  • Understanding of the arrangements required for the independent assessment of works
  • Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
  • Demonstrable experience of creating opportunities for development for themselves and others/their team,
  • Demonstrable experience of challenging self and others to improve services and approaches.
  • Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.
  • Demonstrable ability to work proactively through complex issues.
  • Experience of Competency Framework Management / Assessments

 

Desirable

  • Canadian rail experience
  • Professional Engineer of Ontario certification
  • Chartered status or equivalent in the particular discipline
