Role Summary

Reporting into the Risk and Opportunity Lead for the GO Expansion Program the role forms part of the Integrated Program Delivery Team (IPDT).  

The role is responsible for delivering, and where possible exceeding the clients expectations across the following areas of responsibility within a large, multidisciplinary program delivery team:  

  • Support the development, deployment and management of IPD Best Practices to be incorporated in Data and Digital Benefits Management.  
  • Support and manage Contract Transformation under the PDP IPDT Model.  
  • Develop and implement IPD Practices as part of updated Procedures, Processes and Training for the management of Data and Digital Benefits and assure the IPDT input with consistency across the program in managing Data and Digital Benefits.  
  • Support and lead the change management process related to Contract Management among the PDP Commercial Team and Vendor Community


core responsibilities

Key Responsibilities include:

  • Support the review existing Data and Digital Benefits Management Procedures and Processes, and manage updates based on IPD Model Best Practices. Ensure updated processes align across GOE Program and achieve Best for Program decision making.  
  • Lead the deployment and management of Program-wide project requirements that the projects must comply with Data and Digital Benefits Management process to improve consistency and support the Program delivery approach including aligning and enhancing the current Project Procedures;  
  • Support and manage the development and deployment of Data and Digital Benefits Management Process and provide assurance across the program.  
  • Lead the development and deployment Data and Digital Benefits Management IPDT Procedures, systems and toolsets for the commercial management of contracts across the GO Expansion Program;  
  • Manage and support a Program-wide view of Data and Digital Benefits considerations, assure consistency of approach;  
  • Support and ensure projects and their supply chains understand the Data and Digital Benefits Management process to deliver efficiently and effectively, managing and removing consistent causes of cost and schedule overrun.  
  • Ensure best practice and lessons learned across the Program;  
  • Ensure consistency of delivery approach through standardized Program and project procedures ensuring integration and compliance;  
  • Support and lead “Best for Program” decision making: Making decisions that are joined up, knowledge led and aligned to Program level outcomes and objectives;  
  • Support Program level risk management: Identification and mitigation of risks/issues and optimization of opportunities across all aspects of the Program.  



Education: Degree or equivalent with professional work experience in the Commercial and Contract Management disciplines  

Holding or is working towards professional qualification an asset (e.g. IACCM, CIQS, CCCM, CPCM, PMP, etc)  

Years of experience: 7 - 10 years experience in combined relevant Data and Digital Benefits Management, administration and project costing management   

Prior experience leading and managing contracts under an IPD model an asset 

Technical Competencies:

  • Demonstrated experience in Data and Digital Benefits Management of large capital programs  
  • Data and Digital Benefits Management experience on large capital transit projects  
  • Management of stakeholder, vendor, contractor and project team relationships  
  • Experience in development and deployment of c Data and Digital Benefits Management processes and procedures and providing assurance of their compliance.  
  • Has an inherent understanding of program governance framework and can leverage the appropriate resources to develop a rational and strategic plan to resolve contract issues in a collaborative fashion  
  • Strong organizational, interpersonal, written and oral communication skills  
  • Excellent analytical, problem-solving and decision-making skills  
  • Team player with a track record for meeting deadlines
